The Ottawa-based, Canadian Institute for Health Information (CIHI), an independent, non-profit organization is developing a comprehensive and integrated Canada-wide health information system and the standards to foster it. Health-related ministries, facilities, organizations, researchers, public lobby groups, and private sector bodies all have input into CIHI operations. Offices in Ottawa, Toronto, Edmonton, and Vancouver are establishing national standards for financial, statistical and clinical data as well as the technology to support health informatics. February's federal budget allocated $328 million to building the health lane of the information highway over the next three years. CIHI is working with the provinces on common definitions and protocols. If no agreement can be reached on certain issues, CIHI will develop translation tables.
The Canadian Blood Services (CBS) announced that it has finalized implementation of nucleic acid amplification testing (NAT) for Hepatitis C virus in blood donations.
A high-tech pilot project at the New Brunswick Heart Centre is enabling post op cardiac patients from all over the province to be monitored at home via a specially-equipped videophone. A partnership between NB Tel and the Atlantic Health Sciences Corporation (which oversees the Saint John Regional Hospital), the $3 million Virtual Interactive Telehealth Assistance Links (VITAL) project was developed to provide services to cardiac patients throughout the province. VITAL provides full motion video, interactive voice-data imaging and the use of high-quality diagnostic tools. The project consists of four applications: hospital-to-hospital triage, on-line cardiac catheterization assessment, hospital-to-home post-surgery follow-up and outpatient surgery follow-up evaluation at six weeks post op. Since December 1998, the Heart Centre has received more than 3,500 electronic transmissions on 400 patients.
Health Minister Allan Rock recently that he will propose legislation creating a new agency to coordinate all Canadian health research funded by the federal government. The Canadian Institutes of Health Research would oversee a broad research agenda focused on general health and well-being, instead of scientific research alone, at a cost of $44 million for the first two years.
