Healthcare in Canada - March 2000

According to Federal Bill C-13, on or about April 1, 2000 Canada's 40 year old medical research support fund the Medical Research Council will be replaced by the new Canadian Institutes of Health Research (CIHR).
Health Canada's National Health Research and Development Program (NHRDP) is also being folded into the new entity. The CIHR will have a much broader mandate than the MRC, supporting a wide spectrum of health research - from basic science to clinical research to health services and population health - through a network of research institutions. It will also have a much larger budget, by its second year of operation, the total annual budget of the CIHR will be close to $500 million - more than double that of the MRC at its low point of $237 million just a few years ago.

A new program in London, Ontario is training complementary medicine practitioners to work in doctors' offices. The privately funded, Institute of Integrated Medicine's two-year program will produce its first dozen Registered Integrated Medical Clinicians in June, and will place them in the practices of interested physicians. The institute's clinical director Gabriele Sutton, reported that the program is a way to solve the growing problems of patients using alternative therapies without the knowledge of their doctor and being given conflicting advice by everyone from the health food store clerk to the homeopath.

The Hospital for Sick Children, Toronto, Ontario has launched a pilot telemedicine project that will allow children with illnesses to continue their care at home. This Tele-HomeCare Project (THC) is a collaboration of both public and private organizations including CYBeR-CARE, Inc.'s Electronic HouseCall Systems and Bell Canada who provided substantial financial backing. The program is also funded by the Canadian government's Health Infostructure Support Program and links audio-visual and medical monitoring equipment from the patient's home to a nurse at a 24-hour monitoring center in the hospital using an ordinary telephone line.
